      Merge to rev 11542.  Updated the DEPENDENCIES file.
     
     - The DLL stuff currently won't compile because of the changes
       to DynamicCLibrary, but hopefully the fixes will be minor.
     - The test/dll/Test* need to be copied from dll2 for the 
       post dll2 branches.
