      Partial progress on the front-end to the sequent definition.
      However, it is now clear (see email <438A792E.50709@cs.caltech.edu>
      in metaprl-research) that I can't use the fundamental theorem of
      HOAS.  Instead, we'll have to define vector-bind terms.
