      Removed an unused precedence directive.

      You have to do a 'make clean' when .pho files change to clear out .cph
      files. Otherwise, Phobos uses the saved grammars to parse and not the
      source grammars.
      Eventually, grammars will be embedded in the theory files, so this
      hack will go away.
